I think 230 came in to equalise us with Europe. My voltage drops overnight too. Are you near a very high overnight energy user? A dual bench power supply with current limiting which has 2 x 30V outputs can be put in series to give the required voltage. You would set a maximum voltage and a suitable current limit for charging.

I pay €40 in the Algarve! Have had it for 3+ years in the Uk. No fibre on our street still and we are getting on for half a mile from the BT cabinet so copper broadband is limited speed. BT wanted about £5k to install fibre and a 3 year contract - I am not paying for them to install the fibre infras...

In my experience, multiple series RCDs, particularly of the same trip current / timing can cause nuisance trips for no reason. Having said that, it ran fine before.
