I expect it has a lot to do with speed. Both the ferry and your barge will be limited by their speed length ratio. Quick look at the numbers shows that to buy enough to generate 2,900kWh per annum would cost:

WB Project 4 £1,900
compared with
GF Project 1 £1,878
KH Project 2 £1,580
DW Project 3 £3,000

Looks a fair price, but I am at my 120% limit, so I won't be investing
