The roof is about 10 mtrs away from the neigbours upstairs bedroom windows so putting solar panels there would be bad enough an ASHP may be a step to far. The other problem being the grant was only available for ASHP if linked to internal radiators as the could not do ufh so does not comply with the Listed building consent.

Is there just one assesor that covers your area, or is the assesor just a sales rep for one particular company? Seems very strange that GSHP (I know your will be water source but mntioning that may cause confusion with those who are fresh from training!) is beingg excluded by the assesor when it is clearly one of the technologies the goverment appears to be pushing and is included in the cosy homes promoion.
Is the problem that there are no GSHP installers in your area?

Countrypaul I got the impression he is the only assessor for Lancashire who only does assessments twice a week with upto 4 assessments per day then his company does the work but can only do ASHP linked to radiators as he cannot do ufh and cannot do solar as not MCS registered. Think your right in respect of GSHP and as for water source installers there like hens teeth. Certainly non in my area despite the factory only being in Derbyshire. Was wondering given Nowty's speciality in water source heat pumps whether he fancies a barrow job.

What I am really annoyed about is that they held a "Lancashire Retrofit Summit" on the 21st to 23rd March 2023 with day 2 "tackles the challenges of retrofitting Lancashire properties in protected environments- be that AONB's, Conservation Areas or historic buildings the UK has 374300 listed buildings. Seems its no challenge at all they just dont do them.

If you have already got wet UFH installed I can't understand why a competent HP installer couldn't connect to it.

Does the garage have a flat roof? Depending on the aspect can you conceal the HP behind/between A frames supporting the panels?

And 10m from neighbour's bedroom window would be a sufficient distance for many HPs to comply with MCS noise calcs without any screening, especially if on garage roof so only one reflective surface (unlike most ground level installs against a house wall) which will save you a further 3 dB.

Have you got a proper heat loss calculation with/without the allowed fabric improvements? Your quoted 20kW would seem to be very high, beyond the scope of most domestic sized HPs and probably will need planning anyway as bigger than 0.6 cu m.
