The most interesting of these to me is that the maximum square metre for a ground mount system without requiring planning permission has been upped from 9 m2 to 12 m2.
Ground mounts (not on a building) come under 3b. There was never an area limit for domestic in Scotland. Unless I am missing something. Spent ages reading this document when I did mine.

the development is generally located in the rear.
the height of the resulting structure is not higher than 3 metres.
