I remember reading something similar 12 years ago when I was planning my installation.

I took the view that any installation would have an effect on the external appearance and that as long as I did not do any thing silly, it would be minimal, in the context of installing solar panels. Never heard from the council.

I tend to think that had the guy in Wimbledon, or his installer, been a bit more careful with the layout of the panels, they would have go it passed.
