Yes that's exactly what is happening, you can be on a fixed tarrif import at about 33p and also on agile outgoing getting 80p+. Only recently has every single slot been above the import rate and this reflects not a great situation going on.

Fixed rates are now around 70p / kWh so unless your on a historic one like my parents there is no profit. You can be on Agile import which I think is still capped at 55p but once you've taken off the 20%+ round trip inefficiencies there is again no benefit.
