Matches my experience, although the only thing I'd add is that I've found that it depends very much who you get to talk with at the DNO. I've had mixed experiences with ours (now SSEN). Talk to one person and you could believe that you have to jump through some impossible hoops to get them to agree. Talk to another person and you may find they are extremely helpful. Seems to be the luck of the draw if you get a helpful or less helpful person. If you do get hold of someone helpful, then my suggestion would be to make a note of their name and ask if you could have their direct number. At least that way you stand a fair chance of being able to get hold of that helpful individual again.
