I was thinking thats a huge size for only a single tesla pack but they can add more packs into the same 10 foot shipping container up to 450kWh.

Probably the intent. That gear is going to need shelter from the weather NEAR to where the energy generated. Price the container vs the cost of a suitable shed. Excessive size? Well besides being to add more battery in the space it is large enough for a grown human to be working on the gear from inside. Reminded of a humorous essay over here about farming. The farmer figured the sheep knew better than he did what their needs were so he asked them to design the sheep barn. Then was not amused when the plans the sheep provided called for 4' between floor and ceiling (They said that was more than tall enough). The farmer increased that to 8', but realized that was not for the benefit of the sheep but for his own.
