And this is a real carbon saving too as Washington state is mostly hydro, https://www.eia.gov/electricity/state/washington/

Which says 219 lbs CO2 per MWh, which more conventionally is 99g per kWh of electricity => about 30g CO2per kWh of heat!

It's crazy really. Plus some may be hiding behind new boilers being 'hydrogen ready', but with the losses of producing green H2 from RE, you get about 50%, v's 300% (OK, a COP of 3), for heatpumps, so HP's deliver 6x the kWh(t) per kWh of leccy you start with.
