It feels weird that everyone will essentially get pushed onto an Economy 7 tariff (or more realistically and Expensive 3 tariff).

I don't think there is anything stopping that, even smart meters can be changed if needed and there can easily be a requirement for householders to return to sets of figures (ie the two time periods).
