An unwelcome story for the construction team, I thought the UK was pretty good at preventing this sort of thing generally, I imagine EDF are fuming about it as it doesn't instil confidence in the general building control systems if this sort of thing is occurring.

No I had missed that article, they ned to get on top of their waste bins and rubbish if they have attracted rats to that degree - sounds like poor standards as much as anything, now that the rats are established they will have a much harder time reducing their numbers.

They (EDF) dont seem to catch a break on the bad news front do they, mind you some of their bad fortune is down to their own staff, I was reading an article about them losing the salt marsh proposal and their spokesperson basically said we will try some where else to build the salt marsh to address the very small problem of the fish getting stuck in the coolant intake system - small issue 56 tonnes of fish a year ? doesn't strike me as small but what do I know?

They need a pied piper thats also good with fish

Rightly or wrongly, I’d look at things like this as an indicator to the overall ‘general management’ of the site.

There may be good reasons outside of their control, though if you were inspecting it’s the sort of attitude that maybe makes look a little deeper at fundamental processes.

I'm inclined to agree with you on that, things only tend to go the way they appear to be at HNC when the management isnt functioning well.
