Chances are you are paying for parking space, you are more inclined to pay it your car is staying cooler (sitting shaded, & dry) ..likely a row of chargers will be incorporated, secondary income for the car park owner with power sold to the grid & excess used to run a large store.
Third income stream from renting out charger spots to interested parties.
No / minimal electron wastage from cars suffering cabin overheat running air con unoccupied.
