UK Grid struggling to process renewable connection applications

Probably a bit of hyperbole, but actually some interesting figures in here about the sheer number of applications for grid connections for large renewables and the total capacity of those projects.

The article does nothing to explain the underlying reason for the delays.
Is it cost with the developers wanting a 'free' connection? Hardly likely because of mention of a £2m cost to connect, but perhaps this is much less than the true cost.
Is it because certain points in the transmission and distribution networks cannot cope with a two way flow of power having been built for generator to end user flows only? What, where and why?
Just as small energy generators have to be able to limit export, perhaps those in the queue should be required to limit production between to what their particular bit of the network needs?
That should encourage local generation to meet local need. If a factory has PV on its roof but does not use much power at the weekend, perhaps it is time to say that there is a limit to how much they can export at weekends.
