It will be not much different than we have now.
Already we have a regulated price capped E7 tariff which folk with smart meters can voluntarily move to from the standard single rate tariff. We will just have another one with a high peak rate and folk will have to move to hourly or half hourly readings to take advantage of it.
I doubt the single rate will be removed because many folk cannot get a smart meter or its been made dumb.

Yeah I agree with you as to that scenario being the most likely way forward, I would expect there to always be some innovative tariffs available as a Segway in to new areas for balancing demand etc. Basically as long as they always have to publish the tariffs there's always going to be options for people to shop around, hence my surprise at the "this is money" article tone.
