So in essence a simple "scrap app" set up by a boundary joined local councils with foresight could kick start the larger / more specialist waste stream over a densely populated metropolitan area in the 1st world?

Or the WHO / a sea pollution NGO, or a general government who understand clearing waste before it becomes a problem to increase pick up / earning opportunities for those already pounding the streets of favella type towns randomly looking for scraps etc.

maybe from the ground level (householder) a photo, showing item for a yes/no (take it or leave it confirmation) from a collector so that only the correct materials are left out.

I like the last few paragraphs too:

That seems a healthier approach to a well-balanced old age than we have here, but I am aware that it might be driven by the fear of destitution. I have been retired 10 years now, but am still busier than ever and with a growing list of things that I am suposed to be getting done! I have heard of people with nothing in their lives after retirement who died soon after, I even know some who moan about boredom! I also know (relatively healthy, positive) elderly people who go out litter-picking and other things too.
