HMRC will be interested if the 20% VAT and domestic consumption is reclaimed by the business for tax purposes. If he's not VAT registered why would he want to pay 20% when he could pay 5% on a separate meter for 'home' use and benefit from domestic tariff options.

He doesn't want 2 meters (2 standing charges ) and 2 meters will only be 1 connection so why have 2 ??
I think (tbh) the supply may be historical before caravan and house ! but I'm not here to argue that.

He could have his own meter installed allowing him to exactly know what the domestic and business consumed, if he did anything with that info that’s his choice, but the info is available
