Well i don't want to get your hopes up - there's no guarantee I'll be able to measure them in circuit either, but I'll try; i don't want to desolder them.

I have de soldered some good ones, the readings I can get are for the larger one 9.95uf and the smaller one 102.2nf, does that sound right ???

They sound plausible - looking at pics of the pcb i can't quite see what they're connected to, but im guessing c1 is across the 15v supply to provide local decoupling; I'm not sure about c4 - looks like it's across gate - emitter of the igbt: possibly to counter gate collector capacitance? I don't know, but if that is what it measures out at out of cct I'd go with it.
