Any Scottish insight into the "bottle deposit debacle"?

& why does a local shop go to court figuring it as £1000 per week loss!?
How many corona kids (us in youthful times) would take the bottle into the shop, go to the till, show it to the shop-keeper then be told to stick it in the lower rack of the corona bottle stand then go get our 10p ?
Was the appointed firm to oversee the set up & implementation needlessly spaffing cash?
Any primary differences between the decades long Norway returns scheme? or merely costly clothes for the obviously nude emporer?
All we get is "roll back" on progress
