I'm not sure if 6 months is long enough to judge as these projects take a while to get going. An EIA scoping report takes months to produce, you wouldn't do that before you've identified a site, got landowner on board and done some basic constraints analysis. Including a met mast (which needs its own planning app).

While far from ideal, I think it's too soon to know whether onshore wind is completely dead in England, or just dormant.

Also, this is in England.
