Hive mind and the fact that its obvious as a good idea, the costs may well be high as an initial barrage will be costly BUT thereafter you can switch out the turbines as and when required and the barrage infrastructure should be good for centuries rather than building something for billions and it lasting sixty years. I know when I would prefer to spend my tax monies.
If they had built a few of these with the HS2 money instead we would be generating now !
