Seems to be Republic of Ireland rather than Northern Ireland surely being near Tipperary.

The article specifically says,

"Foresight Energy Infrastructure Partners (FEIP) is investing in the development of a new pumped storage hydro project in the Republic of Ireland."

Still nice to know about a new pumped hydro scheme, we don't get them very often.
