I imagine buying by the roll would make the whole thing cheaper to the consumer in the long run.

Not green trashing the complete unit which might even be deemed specialist waste in original form, so the sort of thing I'd like to see european rules set, before it becomes another bulk hold up in the chain.
100% agree with you. I have found sources for coarser filter material, that could easily be made to fit, including some reticulated foam filtration media that is washable, so even better. I've not been able to find a source for the F7 pleated stuff in the right thickness, though. I've even thought of buying sheets/rolls of unpleated F7 filter media and making up a jig to put the pleats in at the right pitch but can't find a retail source of the stuff for just small quantities.

The filter at the other end, that just stop room dust getting into the heat exchanger lasts for ages, but when I run out of spares for them I'm going to switch to foam inserts, as big sheets/rolls of the right size G4 reticulated foam are much cheaper than buying ready made filters, and they would be washable.
