Well not much charging will be going on there- looks like the Taycan driver is just using it as a parking space.

Need new terminology for EV charging sites being blocked by other EVs not actually charging?

Perhaps they think it has induction charging.

I remember last year going to a charger in a pay and display carpark, but the charger was clearly bust. There was an EV using one of the 2 parking spaces to avoid paying the parking fee (parking was free for an EV charging). As it was not plugged in a parking inspector was ticketing in.

More likely its simply that the owner / driver reckons less "ding" potential parking (inconveniencing) Tesla's wanting to charge, bearing in mind the rest of that car park in the pic & that clearly takes priority to a certain clique (that of the dumbass mindset)
