This is bewildering to say the least. Glasgow City Council ordered 200 BEVs 2 years ago, but they've sat unused gathering dust ever since? What?

The same incompetencies apply at every level of government! And we have more levels than any other country on earth!
I remember hearing a prison governor being interviewed on Radio 4. He explained that when his prison was government run, if he wanted a new fridge he'd have to put in a procurement request, a tender process would be undertaken, and in 18months time an astonishingly-expensive not-fit-for-for purpose fridge would be delivered. Whereas as the governor for a private prison he could order one today from an online retailer using his company credit card and it'd arrive tomorrow.
