Infilling of disused railway bridges

The infilling is especially annoying because 1) it's a waste of carbon-intensive cement (when repointing would have been cheaper and perfectly adequate) and unsightly too.
Are they going to waste more energy trying to dump earth on it to disguise what they have done? What will they do when the earth slips down the slope to form a heap at the bottom? or will they waste yet more energy on crushed quarried stone to infill the cutting?
2) it takes out potential use - at public expense.
