I'm not quite sure this is a real problem is it?
All cars are made a couple of cm taller and branded as SUV - there's no massive difference in weight or fuel consumption compared to the original version of whatever it is.
The list attached to the graphs lists includes - Mini SUV, Toyota Aygo SUV, Nissan Juke..... yes there are Range rovers etc right at the top, but the majority aren't going to be 2.5 tonne gas guzzlers.
As long as we can progress to BEV SUVs as soon as possible, then people get to have the SUV they want (not need), and simultaneously have zero (tailpipe) emissions.

I think the problem is the incremental increase in size and weight of cars with the adoption of SUV's has completely wiped out any gains in fuel efficiency we started to have. They're a hindrance to mitigating carbon emissions and road pollution (tyre microplastics / brake dust)

A Mini SUV is over 2 tonnes! That's nearly four original mini's. :whako:
