Whoever design the layout of that report is an idiot.
Most people are going to read it on a screen. It's layout is two portrait pages side by side and it looks a though each single page was designed to be printed on portrait A4.
The net result is that it crowds an A3 landscape printed page a computer screen. For me, even with a large screen, that is too small and I am not prepared to magnify the size and keep scroll left to right as I read it.
What a waste.
I cannot think what it might be like to read on a phone.

It is more of a brochure than a report, IMHO.
