Pity the a***hole won't be made to pay personally, both the legal costs and the cost of reinstating it.

Yup, council doubtless happy with the infinitely "cheaper option" of a small fine & backslapping likely with chat along the lines of "phew, we dodged that expensive bullet chaps, ..suckers"

New Highway Code...
Supposedly puts more vulnerable travellers in a better place, but still has mixed messages http://tps//www.cyclinguk.org/blog/why- ... ghway-code
"Rule 19
Zebra Crossing. Give traffic plenty of time to see you and to stop before you start to cross. Vehicles will need more time when the road is slippery. Wait until traffic has stopped from both directions or the road is clear before crossing. Remember that traffic does not have to stop until someone has moved onto the crossing. Drivers and riders should give way to pedestrians waiting to cross and MUST give way to pedestrians on a zebra crossing"
so you have to step out into the road to have priority, and traffic does not have to give way until you are actually in the road!
