I think that's why the Gov is trying to find a different way to label the expense/subsidies. Look we all know that with a Conservative Government in charge, they can't possibly be seen to actually spend "public money" (ie tax) on anything as that would be tantamount to communism. But they tried getting the cost of a nuclear power station underwritten by private companies and we ended up with the funding structure for Hinkley C - ie 80% owned by the Chinese Government. And now they don't like that anymore.
So we will pay for it up front, but it'll be spun as a different type of subsidy.

The important word is “net”. It means “not really” in this context. They’ll still burn fossil fuels but will plant some trees to pretend it is ok.
