I think this is part of Tesla's policy, so that fleet sales don't undermine secondhand values later on, as they can do when large fleets buy volumes at low prices, then those vehicles hammer the sh value when they get auctioned off 3yrs later.
That's one of the reasons why US prices often seem much lower than the UK/Europe, where prices include taxes, and why we often see a $ to £ conversion. EG a $42k US price, after shipping, import taxes and VAT will be closer to £42k eg $42k, plus $1k shipping, then x 1.1 (10% import tax), then times 1.2 (20% VAT), then divide by 1.38 exchange rate = £41k. [China import rate into Europe on cars is 3% I think.]
