They refer to grid balancing, and diesel peakers, but they do mean balancing as in adding power when there's a shortfall, or actual frequency stabilisation?
I only ask, as I've recently heard a number of times, of big batteries now being used/capable (via the inverters) for 'virtual machine mode', where they can simulate the inertia of the steam turbines in power stations, to help keep the frequency from straying too far. This means that longer term, if we have enough big batts, then not only can they help to cover peaks and troughs in RE generation, but also displace the FF (and nuclear) powerstations role for frequency stabilisation.

If they could dispose of the 120% limit I'd invest heavy in this. Ayrshire is within shouting distance of Glasgow, hence entire central belt and subsea interconnect to NI.
