Thought inverters did insulation resistance tests before energising?
Also wonder if fuses in the string would help mitigate the risk?

You'd need the fuses at the pv end.

Yes i know, some kind of PV combiner box/ fuse set up , but I suppose access becomes a challenge for these things….

You aren't allowed to put DC down T&E either 'because it's not double-insulated'. i.e it's insulated and sheathed which isn't the same thing. I don't actually know the spec but I'd be surprised if it couldn't take 600VDC quite happily.
I suppose the point is that exposed DC is a lot more dangerous than exposed AC so they are being very paranoid, which isn't completely crazy for T&E, but it does seem pretty silly for SWA.
