Yep.
Think of it like this, assume copper is 9/cm3 and he thinks he has 250 cm3 so 9x250=2250g oe 2.25kg.
However, 25mm2 is 0.25cm2 so 0.25 x 100 = 25cm3, 9 x 25 = 225g
If it does weigh 2.25kg/m where do you get it?

However, even 35mm² cable would have been adequate for my upgrade needs anyway.

The gauge being down is one thing but so is the price hence my acceptance of the back-hander. Sure it's dishonest but it's effin' hard to get honest cable or any at all in a red jacket over 50mm², if the price per gram of copper is fair then ignore the numbers and oversize the oversize is my logic.
Easiest way to tell is push 200A through it and see if the voltage drop is consistent with rated for that gauge, length and voltage. After that if the bonnet bee is bothersome have it tested in an independant lab then choose your adventure from there
I'm sure they've covered their bottoms it took me a month to get compensation. When you look at the data sheet the CSA of their 35mm² is 30mm² when you пr² all the strands (but in reality it's less again), the ampacity is at a reduced duty cycle and the jacket gets thinner every year to help the heat dissipation.
I pulled 10 year old hi-flex outtov a boat and it was noticeably more substantial than the "same gauge" new hi-flex I was replacing it with.
In the grand scheme of things the planet's vibrating...we need tuning forks not cables....

Why have you chosen H07RN-F? That is for harsh environments such as outdoors, building sites, or marine applications.
