I think it was used for grid stabilisation, not under load as such..
But maybe as it disconnects the power could go instantly out of phase and cause the arc. ?

My late father was a substation manager for many many years and he was responsible for switching circuits amongst other duties. at the time (1980's onwards) they used air blast disconnect systems which would rapidly break circuits with a his and sharp crack as the arc had a very short duration. However there were occasions when the systems didn't work and then it was a case of making entry to the compound and using a manual lever to open / close the contactors some of these levers were 3 meters long in order to give the operator sufficient mechanical advantage and even then it often required a few run ups to get the switch operated - dad had a variety of anecdotes about doing that, from 132kVA through 400kVA and onwards to the 600KVA super grid, many of which involved ending up being flung across the compound .

He spent around 20 years working in very close proximity to HV equipment and its often made me wonder if that somehow contributed to his early onset dementia and rather rapid decline :cry: .

Yes its been suggested many times and investigated periodically on TV in relation to overhead lines and living near to transformer pens but nothing concrete ever seems to come form it just one of many medical questions that still wait to be answered by the medical profession.

I do know he absolutely loved the job and as a person who enjoys their work I know just how important that is.

I suspect the Baltic states feel a little more at ease with another reliance on a neighbour, of dubious trust, removed.
