Uh... nowhere in that article does it say what the MoD paid for the installation. Odds are they got it at or lower than the rate for standard chargers as a loss-leader for GeoPura, in exchange for some PR photos and a soundbite. There are interesting potential uses for hydrogen fuel cells in defence, but this isn't one of them.
