I think from a previous article in the FT, taxpayers will underwrite the funding but it will be the bill payers who will eventually have to cough up and pay for it including any cost overruns and / or delays, during the future decades of its operation.

I think that's why the Gov is trying to find a different way to label the expense/subsidies. Under the CfD mechanism the HPC subsidy roughly works out at about £24pa per household.

Look we all know that with a Conservative Government in charge, they can't possibly be seen to actually spend "public money" (ie tax) on anything as that would be tantamount to communism. But they tried getting the cost of a nuclear power station underwritten by private companies and we ended up with the funding structure for Hinkley C - ie 80% owned by the Chinese Government. And now they don't like that anymore.
So we will pay for it up front, but it'll be spun as a different type of subsidy.

Is the gov talking net zero or zero 24/7 ? The net zero very possible the 24/7 not so easy.

Nat Grid metered wind now 13GW. Whats the record again?

The important word is “net”. It means “not really” in this context. They’ll still burn fossil fuels but will plant some trees to pretend it is ok.
