Does a PV set up generating alter the power factor of the supply?

The output of a grid tie inverter is usually very near unity - 0.998 or better, the exception being at very low output when with the transformer type isolating inverters the magenisation current of the transformer starts to dominate over the inverter output.

I have a old heavy sma inverter on my PV set up, and I saw PF of 0.66 on the inverter ac cabling just wondering if that was normal

Yes that sounds normal if the output of the sma was (plucking a figure out of the air), say <10% of its max output power.

Just an update Currently generating 29 watts and have a power factor of 0.25, wonder what it will be at noon

162 watts coming in and PF of 0.78
