I read once but never been able to confirm that the carbon is counted at the point of production and therefore imports are zero carbon but in any case this may be academic as the main imports are French nuclear (up to 4GW), Norway hydro (up to 1.5GW but 2 GW in the future?). When the price of gas rocketed it forced EDF (the French gov) to fix their faulty nuclear but this has now made excess production and we are importing it at max.
