Well, there never used to be a m2 limit. Just the usual heights/distance to boundaries and proportion of total area of curtilage. The 9m2 is news to me :D

Ground mounts (not on a building) come under 3b. There was never an area limit for domestic in Scotland. Unless I am missing something. Spent ages reading this document when I did mine.

"4.69 PDR under Class 3B allow for the carrying out of works within the curtilage of a dwellinghouse not covered by other classes. It is intended to cover garden works, free-standing solar panels, flag poles, swimming pools and oil tanks. In summary, the effect of limitations is that:

the development is generally located in the rear.
the height of the resulting structure is not higher than 3 metres.
at least half the relevant (front or rear) curtilage remains undeveloped – see paragraphs 3.22 to 3.25."
Unless they mean free-standing to be balancing the panels on their side :P

On this occasion in life, I hope to be proven wrong.

If it is the case that no planning permission is required for ground mount panels for domestic properties in Scotland , I would be ecstatic! :)

I think someone already pointed out, the 9m2 might have referred to business premises. Have a read of the document I linked. Its got everything you need to know for permitted development.

I won't be going over more than the 50% development.
