Blocks of flats can have underground (or at least "underneath") parking.

Not sure how it works in relation to planning and definitions though. I do know that commercial premises are being converted to flats, so same problem applies there.

Too many variables but would think that the 2 documents would give a good place to decide on the basics before asking an expert

Oh I agree, and the expert will never give a sound answer. It's over regulation IMO though.
