Private Eye has been predicting this for months (years?) It's a shame given their brave and good intentions, but it seems that the quality or realism of the advice that the councillors backing these ventures have had is naive - to put it mildly.
I don't know what the answer is for people who can't buy in to anything like Ripple, let alone afford to insulate their houses enough to cut their fuel bills - that's if they own the house. I haven't even completed insulating mine properly and I have owned it for decades. Odds-on theirs are rented and the landlord won't care anyway.
You can't avoid Politics because that is what drives public policy, the roll-out of energy conservation measures etc. I cannot believe that there isn't more opprobrium (there is a more appropriate 4-letter word!) being dumped on the govt for the failure of the last green/insulating initiative.
